What is a certificate of conformity?
The certificate of conformity is, the document issued according to the rules of the certification system to confirm compliance of the certified products with the established requirements.
How to determine when a mandatory certificate is required?
The list of products produced in the Republic of Uzbekistan and imported to its territory subject to compulsory certification is approved by the Decrees of the Cabinet of Ministers of the Republic of Uzbekistan of July 6, 2004, No. 318 "On additional measures to simplify the procedure for certification of products" and on April 28, 2011, No. 122 "On additional measures to improve certification procedures and implementation of quality management systems ". In this list of products are ordered in accordance with the commodity nomenclature of foreign economic activity (HS CODE). The list is updated annually and changes in connection with the adoption of new legislative acts in the field of health and protection of consumer interests.
What is a voluntary certificate of compliance?
Voluntary certification is carried out on the basis of the Law of the Republic of Uzbekistan "On certification of products and services" at the request of the applicant to confirm the compliance of products with the requirements of regulatory documents.
Voluntary certification of products is applied in respect of goods that are not included in the approved commodity nomenclature or for products subject to compulsory certification, tested for requirements other than security requirements from the Nomenclature. The procedure of voluntary certification is carried out at the initiative of the applicant and passes through the same certification schemes as mandatory: first, laboratory studies of products are carried out, and only after that the final document is issued. A certificate of conformity can be issued for a period of one to three years.
Registration of voluntary certificates for products in the conditions of market relations provides significant advantages:
• helps convince consumers that products meet their specific requirements;
• We provide confidence in the quality of products in the domestic and foreign markets for consumers;
• simplifies and facilitates the selection of the right products for consumers;
• gives guarantees to the consumer for obtaining relevant information on the quality of products;
• assists in longer-term success and protection in competition with manufacturers of products without a certificate;
• stops the receipt of imported products that have not reached the corresponding quality level;
• stimulates the improvement of the quality of scientific and technical documentation due to the establishment of the most modern requirements in it;
• contributes to the acquisition of funds to improve the organizational and technical level in terms of production.
Documents required to issue a certificate of conformity.
For certification of imported products:
• application on the letterhead with the Applicant's stamp;
• a copy of the normative document for the products (if any);
• sample of product labeling (product information);
• the shipping document with a note on the arrival in the customs territory of the Republic of Uzbekistan (commodity-transport waybill, invoice, invoice).
• copy of the sanitary-epidemiological conclusion (if any).
To obtain a certificate of conformity for products:
• application on the letterhead with the Applicant's stamp;
• a copy of the normative document for the products;
• sample of product labeling (product information);
• copy of the sanitary-epidemiological conclusion (if necessary).
The procedure for certification of products includes:
• application for certification (application form);
• analysis of normative documents for the declared products and other documents attached to the application;
• decision-making on the application;
• Identification, sampling;
• preparation of the test program in accordance with the mandatory requirements of the product standard;
• inspection of the state of production (for certification schemes Nos. 3 and 4)
• testing of samples in a testing laboratory;
The procedure for certification of products in Uzbekistan is the official form of compliance confirmation and includes the formulation of a certificate of conformity or declaration of conformity. Some positions can be issued a notification. Certification of products is carried out for compliance with the requirements of regulatory documents.
What is a declaration of conformity?
Declaration of conformity is a document in which the manufacturer or seller certifies that the products manufactured or supplied by them meet the requirements reflected in existing standards. The declaration is formalized for a batch of products or a serial production. The issuance of declarations of compliance has the right to produce only accredited certification bodies operating throughout the territory of Uzbekistan, regardless of the region in which the applicant is registered. Currently, there is no registered form for registration of the declaration: the manufacturer independently fills in the declaration and registers it with the certification body. It has the right to register legal entities and individuals who are sellers or manufacturers, or perform the functions of a foreign manufacturer. Declaration of Conformity is the legal basis for marking products with a mark of conformity.
How to determine when a declaration of conformity is required?

In this list, the range of products is ordered in accordance with the commodity nomenclature of foreign economic activity (TN VED). The list is updated annually and changes in connection with the adoption of new legislative acts in the field of health and protection of consumer interests. Usually together with the declaration manufacturers or suppliers of products issue a voluntary certificate of conformity.
To issue a declaration on the conformity of products and services, the following documents are necessary:
to the application on the form with the applicant's seal is enclosed a declaration and documents confirming the conformity of the products:
• a test report of products in an accredited or certified testing laboratory;
• Test reports for raw materials, materials, components;
• certificate for the quality system (ISO 9001 production);
• if necessary, a copy of the sanitary and epidemiological report and information on other requirements established in the ND (veterinary and phytosanitary opinion, environmental certificate).
The declaration should contain the following data:
• name and address of the supplier who submits the declaration;
• product name, type or model number, as well as additional information characterizing the product (batch or series number, grade, etc.);
• the exact and full name of the normative documents referred to;
• the date of production, the volume of the lot or series, the expiration date, the period of transportation;
• the date of submission of the declaration;
• Full name, position and signature of the authorized person acting on behalf of the supplier;
• reference to certification of the quality system;
• the name, address of the testing laboratory, as well as a reference to the document on its accreditation.
At the discretion of the supplier, the declaration provides additional information confirming the conformity of the products.
