Azerbaijan "AZS" Conformity certificate Certification is aimed at achieving the following objectives:
- to prevent the production and sale of the products (processes, services) hazardous for the life and health of the population, for working environment and environment;
- creating conditions for the participation of enterprises and entrepreneurs of the country in international economic, scientific and technical collaboration and international trade
providing consumers with assistance in making a competent choice of products (processes, services);
AZS National certification system has several directions due to the period of transition to market economy:
-probability of the regulation of certification issues not only in the Republic but also in Near and Far East on the basis of intergovernmental agreement;
- to raise the legal responsibility of the persons violating certification laws.
AZS national certification system sets up the base for the certification of products (processes, services) produced in the Republic and imported to the country.
AZS National certification system is established on the basis of existing international norms and rules and with reference to ISO/IEC documents, international ISO 9000 series standards and intergovernmental documents forming the basis of standardization.
NORMATIVE-LEGAL BASE
1. Decision no. 343, dated July 1, 1993 of the Cabinet of Ministers of the Republic of Azerbaijan;
2.Decision no. 151, dated July 6, 1998 of the Cabinet of Ministers of the Republic of Azerbaijan;
3. Decision no. 142, dated September 25, 2007 of the Republic of Azerbaijan;
4.Decision no. 175, dated August 21, 1998 of the Cabinet of Ministers of the Republic of Azerbaijan;
5. Law dated April 16, 1996 of the Republic of Azerbaijan on standardization;
6.Law dated September, 1995 of the Republic of Azerbaijan on consumer rights protection
7. Law dated November 18, 1999 of the Republic of Azerbaijan on foodstuff.
INTERNATIONAL COOPERATION
The Republic of Azerbaijan has concluded intergovernmental agreements with all CIS countries. Intergovernmental agreements are concluded with Bulgaria, Slovakia and Iran.
NATIONAL CONFORMITY APPROVAL SYSTEM
1. Mandatory certification- is acknowledgment by authorized body of conformity of products (processes, services) with the mandatory requirements of regulatory document s
2. Voluntary certification - is the certification carried out on voluntary basis with the initiative of the manufacturer (vendor, supplier) and consumer of the product (consumers' associations and societies)
What is certificate?
1.1. Products (services, processes) can be certified either on voluntary or obligatory basis. List of the products subject to mandatory certification is approved with the decision no. 343 of the Cabinet of Ministers.
1.2. Voluntary certification (for the products which do not fall under mandatory certification) of products (services, processes) is realized on the basis of the order placed by manufacturer (supplier, vendor).
1.3. Mandatory certification of products (services) is realized as provided legislative acts of the Republic of Azerbaijan and decrees of other states.
1.4. Certification of products (services, works) is realized by bodies accredited for the certification of identical products, in case of the unavailability of such a body, certification of products (services) is carried out by the national certification body - the State Committee for Standardization, Metrology and Patent of the Republic of Azerbaijan.
1.5.Certificate of conformity is a document issued under the rules of a certification system, indicating that adequate confidence is provided that a duly identified product, process or service is in conformity with a specific standard or other regulatory document .;
1.6. Certification is the procedure by which a third party gives written assurance that a product, process or service conforms to specified requirements.
Objective of certification
2.1.Certification is aimed at achieving the following objectives:
- to prevent the production and sale of the products (processes, services) hazardous for the life and health of the population, for working environment and environment;
- creating conditions for the participation of enterprises and entrepreneurs of the country in international economic, scientific and technical collaboration and international trade
providing consumers with assistance in making a competent choice of products (services);
Types of Certification
Works related to certification are realized in accordance with the requirements specified in the RS - 003-93 system of certification of identical products of AZS National Certification System, certification schemes defined in Annex 5 of this system, and international norms. Issuance of the certificate of conformity to a specific product (service) is realized in due order prescribed in certification schemes, on the basis of positive test results:
- to tested sample or batch (scheme 1, 11 and 12);
- on the basis of the test of the sample picked from market (scheme 2);
- on the basis of the test of the sample picked from manufacturing enterprise (scheme 3)
- on the basis of the test of the samples picked both from manufacturing enterprise and from market (scheme 4);
- on the basis of production certification and sample testing (scheme 5, 6 and 7);
- on the basis of the application of international 9000 series quality system (schemes 8, 9 and 10).
Works related to certification are realized relevantly for production, import and export and relevant certificate is issued.
Validity term of the issued certificate is defined in accordance with certification schemes and substance of the product.
NOTE: certificate issued on the basis of production or quality system certification is the highest form of confidence in the quality of the product.
Documents required for certification:
For the certification of the products subject to mandatory certifications as provided by legislative acts, the laws on standardization and consumer rights protection of the Republic of Azerbaijan and decrees of other states, the following documents are required:
- efficient regulatory document specifying the technical characteristics, parameters and other indicators of the certified product (national standard, branch standard, technical specification, international standard, intergovernmental standard etc.);
- Methods, instructions for testing the product, test reports etc.;
- Technical, construction and other documents providing the stability of the production environment;
- Certification order placed by manufacturer (supplier)
- act drafted about the examination of the production conditions of the certified product, if required due to certification scheme;
- test reports approving the conformity of the certified product with the requirements of regulatory documents (reports drawn up on the basis of the positive results of the tests carried out in testing laborites (centers) accredited in accordance with AZS National certification system).
About ISO 9001:2000 quality management system certificate (purposes, for what it is needed, ways of obtainment etc.)
Standard "ISO 9001:2000 Quality Management systems, requirements" is the most acknowledged standard applied in leading countries of the World and fulfilling the standardization requirements of the international organizations of modern age. This standard is based on eight principles.
First principle- Organizations depend on their customers and therefore should understand current and future customer needs should meet customer requirements and strive to exceed customer expectations.
Role of the administration, provision of the atmosphere of trust in the organization, independent activity of the employee, appreciation and encouragement of human labor, full involvement of the employees in work, that is using their knowledge, ability and capacity, proper organization of the works related to the regular improvement of quality, establishment of mutually profitable relations with the supplier etc. are of significant importance for achieving this goal.
All enterprise standards shall be developed and applied for receiving the certificate for ISO 9001-2000 quality management certificate. And the certificate is issued by relevant executive authority based on the positive results of the examination carried out in connection with the application of the standard.
Works realized by AZSTAND in the field of certification
1. Relevant legislative acts, guidance documents were developed; mutual relations are established with international organizations of this field, Russia and CIS countries.
2. Methodical and organizational works are realized in connection with the certification of products subject to mandatory certification as provided by Decision no. 343 of the Cabinet of Ministers of the Republic of Azerbaijan.
3. AZS National Certification System - set of guidance documents is developed and applied (basic provisions, requirements to certification bodies and rules for their accreditation, requirements to testing laboratories (centers) and rules for their accreditation, rules for the maintenance of the state register of the system etc.)
4. Foodstuff, oil and chemistry, machine-building and other laboratories (centers) were established and accredited for the certification (for competence or independence) of the products subject to mandatory certification.
5. Works related to the certification of the products subject to mandatory certification (for production, import and export) has been carried out since 1994.
6. Relevant works are carried out for the organization of the works related to certification in accordance with international norms.
Works intended for realization in this field:
1. Improvement of certification works, in compliance with up-to-date requirements.
2. Development of new legislative acts, technical regulations in compliance with international rules; realization of conformity assessment on the basis of modern requirements.
3. Expansion of the works realized with regard to the application of ISO 9001:2000 international standard, which guarantees the high quality of products.
International relations in this field:
1. Development of bilateral relation with the countries with which bilateral Agreement on Mutual Recognition of certification and standardization works is not concluded.
2 Organization of collaboration of the Committee with international organizations or Russian Federation with regard to the application of the international standard ISO 9001:2000.
